SEAN T. WELBY

Attorney Welby is a shareholder in the Harrisburg office. For over 20 years, he has represented police bargaining units across the Commonwealth in all facets of labor relations including collective bargaining, both interest and grievance arbitration, and practice before the Pennsylvania Labor Relations Board. A former judicial clerk for the Commonwealth Court of Pennsylvania, Sean maintains an extensive appellate practice.


He presently represents over 100 different police unions in cities, towns and boroughs across the Commonwealth and serves as solicitor for the Pennsylvania State Troopers Association.


Sean is a former Assistant Counsel in the Pennsylvania Department of Labor and Industry. He received his juris doctor magna cum laude from the Widener University School of Law, where he served as an editor of the Law Review. He also holds a BS in Economics and Finance from the University of Scranton.

ERIC C. STOLTENBERG

Attorney Stoltenberg is a graduate of Allegheny College in Meadville, Pennsylvania, and Widener University in Harrisburg where he served as an internal editor on the Law Review. A Westmoreland County native, Eric opened the firm’s Pittsburgh office in 2002. He has decades of experience representing law enforcement officers, corrections officers, and a broad array of public sector employees in labor relations proceedings under Act 111 of 1968 and the Public Employe Relations Act (Act 195). Eric has a large County employee practice throughout Western Pennsylvania representing bargaining units of Assistant District Attorneys / Public Defenders, Probation Officers, Deputy Sheriffs, Court Appointed & Related Employees and District Attorney Detectives.


His practice areas focus on a variety of different proceedings, including: officer involved uses of force, collective bargaining, mediations, grievance and interest arbitrations, Pennsylvania Labor Relations Act hearings, civil service and local/administrative agency law proceedings, workers’ compensation / Heart and Lung Act matters, pension benefits litigation, civil rights litigation and virtually any manner of legal disputes between public sector employees and their employers. Eric’s experience defending employee rights extends to appellate litigation where he has appeared in numerous cases before Common Pleas Courts, the Pennsylvania Commonwealth Court, and Pennsylvania Supreme Court.


Eric is admitted to practice before all Pennsylvania Courts; the United States District Courts for the Western, Central and Eastern Districts; and the Third Circuit Court of Pennsylvania.

CHRISTOPHER J. CIMBALLA

Chris Cimballa provides counsel to numerous unions unions throughout Pennsylvania. His experience includes: collective bargaining, medications, grievance and interest arbitrations, Pennsylvania Labor Relations Act hearings, civil service and local/administrative agency law proceedings, officer involved uses of force, Workers' Compensation Act, Heart and Lung Act, Act 632, Act 534, and pension benefits. Chris has litigated cases before Common Pleas Courts, the Pennsylvania Commonwealth Court, and Pennsylvania Supreme Court.


Chris received a Bachelor of Arts degree from Allegheny College in Meadville, Pennsylvania where he majored in History, and his law degree from the Duquesne University School of Law in Pittsburgh Pennsylvania. 


Chris is admitted to practice before the Courts of the Commonwealth of Pennsylvania, and the United States District Court for the Western District of Pennsylvania.

Christopher J. Cook

Chris joined the Harrisburg office in January 2011 and has diligently served our clients’ needs ever since. He has represented both individuals and bargaining units in all aspects of collective bargaining, grievance and contract arbitration, unfair labor practices, and disability cases under the Heart & Lung Act and Workers’ Compensation Act. These areas of practice have allowed Chris to present cases before the Pennsylvania Labor Relations Board, Pennsylvania trial and Appellate Courts, Administrative Judges and myriad arbitrators. 


In addition to representing police, fire and correctional officers bargaining units across the Commonwealth, Chris serves as Solicitor for the Pennsylvania State Police – Historical, Educational and Memorial Center (PSP-HEMC), Gray Nation and Pennsylvania State Police FOP Lodge #65. Chris is also a part-time municipal police officer for the Millcreek Township Police Department in Lebanon County.

Prior to coming to Welby, Stoltenberg, Cimballa & Cook, LLC, Chris was a County Detective and Deputy District Attorney for the Lebanon County District Attorney’s Office. He is a 2006 graduate of the Widener University School of Law in Harrisburg, and a 2003 graduate of Messiah College in Grantham, Pennsylvania. 


Outside of work, Chris enjoys spending time with his wife and children, cycling and riding motorcycles. He is a regular participant in the Police Unity Tour and is an at-large board member for Police Unity Tour Chapter IX. The Police Unity Tour raises awareness for Law Enforcement Officers killed in the line of duty and provides financial support for the upkeep and maintenance of the National Law Enforcement Officer Memorial Wall and Museum.

Richard Todd eagan

Attorney Todd Eagen received a Bachelor’s Degree from Point Park University in Pittsburgh and his law degree from the Pennsylvania State University, Dickinson School of Law in Carlisle. While attending law school, Attorney Eagen was named to the dean’s list and served as a judicial intern for Federal Judge William J. Nealon who was appointed by President John F. Kennedy. After graduation from law school, Judge Nealon named Attorney Eagen his Senior Law Clerk. He was the first judicial intern Judge Nealon appointed to Law Clerk in the Judge’s 40 plus years on the bench.


With the invaluable experience gained from Judge Nealon, Attorney Eagen became an associate for Attorney Robert D. Mariani in Scranton. For seven years he represented unions throughout Northeast and Central Pennsylvania including the Teamsters and United Food and Commercial Workers. Attorney Mariani mentored Attorney Eagen as a young attorney in the Labor Law field including contract negotiations, interest and grievance arbitration, and unfair labor practice hearings along with litigation at every level in both state and federal court. Attorney Mariani was appointed a Federal Judge in Scranton in 2011.


In 2004, Attorney Eagen joined Welby, Stoltenberg, Cimballa & Cook, LLC in the firm’s Harrisburg Office. Attorney Eagen specializes in representing unions and working men and women across Pennsylvania. He has represented clients in all aspects of Labor Law in various courts and tribunals across the entire state of Pennsylvania. He is admitted to practice by the Pennsylvania Supreme Court, the United States District Court, Middle District of Pennsylvania, and the United States Court of Appeals, Third Circuit.


Attorney Eagen has continued his family’s tradition in the law. His father, Attorney Michael J. Eagen, Jr., represented working men and women for more than 40 years. His grandfather, the late Chief Justice Michael J. Eagen, served as District Attorney and Judge in Lackawanna County before becoming Chief Justice of the Pennsylvania Supreme Court.

Ronald R. Retsch

Ronald R. Retsch is an Associate at the law firm of Welby, Stoltenberg, Cimballa & Cook, LLC, licensed to practice law in the Commonwealth of Pennsylvania and with the United States District Court for the Western District of Pennsylvania. He is also a member of the Pennsylvania Bar Association.


Mr. Retsch is a life-long resident of Pennsylvania and has practiced law since 2004. He was raised in the Borough of Munhall, Pennsylvania and attended the Steel Valley School District. After graduation, Mr. Retsch attended Indiana University of Pennsylvania and graduated Magna Cum Laude with a degree in Criminology. After graduation, he attended the University of Pittsburgh School of Law where he earned his Juris Doctorate in 2004. 


Mr. Retsch began his legal career in Allegheny County as a law clerk with the Allegheny County Public Defender’s Office. He was later accepted into the Criminal Prosecution Practicum, offered by University of Pittsburgh, where he worked as a student-law clerk with the Allegheny County District Attorney’s Office. 


Upon graduation he entered private practice as an Associate with firms located in New Castle and Belle Vernon, finally joining Welby, Stoltenberg, Cimballa & Cook, LLC, in 2010.


Mr. Retsch has extensive experience in labor law (including interest and grievance arbitration, unemployment law, and workers’ compensation), municipal law, domestic relations, wills and estates, civil litigation, personal injury and criminal defense.

susan m. pickup

Susan M. Pickup joined Welby, Stoltenberg, Cimballa & Cook, LLC, Pittsburgh office as an Associate in 2018. She is admitted to practice before the Courts of the Commonwealth of Pennsylvania and the U.S. Western District of Pennsylvania


Susan has represented Act 111 bargaining units in both interest and grievance arbitration. She has extensive experience in matters of contract interpretation and employee discipline. She has also argued in front of the Pennsylvania Labor Relations Board for Act 111 bargaining units. Ms. Pickup represents employees in matters of workers' compensation benefits, Heart and Lung Act benefits, and unemployment compensation benefits . In addition, she has represented beneficiaries for line of duty death state and federal benefits.


Susan received a Bachelor of Science in Health Administration with minors in Business and Psychology from the University of Scranton, where she graduated Magna Cum Laude. She received her Juris Doctor from Duquesne University School of Law. She competed nationally in the trial advocacy program. Her prior law school experiences include working in the government sector with Senator Jay Costa of Pennsylvania and in the legal department of the University of Pittsburgh Medical Center (UPMC). She also assisted with workers' compensation and social security disability cases while attending law school at the Mansmann and Moore LLP Firm.
